If the landlord offered to sell his real property to the tenant and he passed away, would a tenant for more than 20 years be able to purchase the property or assume mortgage of the real property?

Just because there was an offer does not mean there is any contract or obligation. Unless there was a valid contract or something in will, the heirs or beneficiarires will get the property.
