my landlord, while I hadn't paid Janurarys rent, changed the lock on my door and threw most of my belongings out in the rain and kept some of them all while I was out of town. This is illegal without following legal eviction papers right?

Molina is seriously wrong and just trolling for clients. Of course that is totally illegal. Talk to a local lawyer about suing him.
