landlord raised the rent but won't fix anything

the building I live in was sold in July and as soon a the new owner took over he rsised the rent 50%. My apt needed a lot of things fixed like the ceiling has a hole where plaster has fallen down due to the roof leaking.the carpeting has rips and holes worn in it no screens on windows,no heater some electrical outlets don't work ect.. ect.. I have filled out a maintance request form every month when I pay my rent. The health dept. came out in Dec.and wrote up 2 pages of violations.but with no results.What is the next step I should take moving is not an option right now. If I withold my rent until repairs are maid do I have to tell them in advance I am witholding rent and can they evict me for witholding my rent I have lived in an apt. that s worth half of what my rent is for a year now

Where is the building located? Is it a rent controlled area? What kind of notice were you given that the rents were being raised? And how was that notice delivered to you? These questions need answering before good advice can be given. At this point, do not withhold any rent. Pay what you can for now, until you can get sound advice. Good luck.
