Can my landlord remove an item from my parking stall and charge me for removal costs without previously notifying me?

That depends upon what the item was and what your contract with him states. If it was something of no apparent value or potentially dangerous or unhealthy and it had been there for a while, then there probably is no reason for him not to be able to move it, especially if the lease states only your motor vehicle is allowed to occupy the space.
