Landlord Rent Control
I understand that the rate a Landlord can raise rent in Los Angeles is 4% yet he is charging me 5%; i asked about this and he told me that he is alowed by law to charge an additional 1% because he pays the gas, this is new to me and he never sent me a letter detailing that he was charging me that additional 1% because he paid for gas which if you think about it I would be the one paying the gas which was included in my lease as part of my rent. please advice i don't think he is correct in this matter and would like to solve this issue quickly and legally.

He is correct, and negotiate with him about the gas if you do not want a similar problem next year.
