Is my landlord responsible for temporary housing (4 days) if she is not only tenting (fumigation) our building for bed bugs but also for drywood termites?

No, you are given a rent discount in order to pay for your own temporary housing. You don't get four days of rent free AND four days of housing elsewhere. The only exception is if you live in a community with a rent control ordinance that provides otherwise.
