Legal Question in Landlord & Tenant Law in California

My landlord has not retun my security deposit and it has been 40 days. My lease contract states that i should recieve my deposit in 21 days. I believe he also plans to make unjustified deductions from my deposit. What legal steps should I take to ensure i recieve my deposit money back?

Take him to small claims court.
