Landlord rights regarding utilities

When a tenant leaves, we have the utilities automatically revert to our name in order that we can do the necessary cleaning and painting with lights and hot water. New tenants took possession of our rental on 8-15-06, but to date have not put the utilities in their name. We have discussed this in person with them and have left 2 phone messages when we recieved the new bill. Do we need to give them written notice and a time frame for the end of our paying the bills? Please advise. Thank you.

If it's in the lease that the tenants pay for their own electric, etc., give them a three-day written notice to cure or quit. That might get their attention.
