Landlord is selling property in a short sale the house is currently in escrow was given a 30 day however landlord signed a doc w/sce w/regards to weatherization program i qualified for that they would not evict me or raise the rent for a period of 3 years before forcing them to evict me does that doc give me any kind of a leg to stand on

I would have to see the agreement with SCE to be sure, but my guess is that evicting you is a violation of terms between SCE and the landlord that may require the landlord to disgorge any pricing benefits or other financial benefits he received as part of the program, but it does not give you any rights. The only thing that may help you a little bit here, is that if you have been in the property for over a year, he must give you a 60-day notice. The 30-day is invalid. Also, if you are under a lease for a longer period, he cannot evict you until the end of the lease, and the new owner cannot either. The new owner would just become your landlord under the same lease.
