Does a Landlord have a right to serve you a notice under california civil code 1954 regarding a cable guy coming into a tenents home and allowing them to drill a hole into your wall to connect another tenents cable.

If that is a reasonable manner in which to allow the cable TV to be set up, then certainly the landlord can do it. While you may considered it your home, in fact it is a rental unit that you do not own but merely lease the right to occupy for a certain period of time. That is why many people prefer to own homes and not be a renter. Also, if you were the renter who wanted the cable installed, what would be your reaction to another tenant who refused to let it be done?
