In California a 60-day notice terminating tenancy may be issued for no reason in most jurisdictions to a tenant who has been in possession for 12 months or more. You should check to see if you are in a rent or eviction controlled jurisdiction. Otherwise the notice is most likely valid. The pest control fees are the LL'S responsibility unless you were the cause of the pest problems.
