landlord and tenant

My rental agreement covers a term of month to month and a monthly rent amount. That's it. I rent a 3 + 2 house with big front yard and back yard. gardner and water included. The house is 30+years old. Is there any maintenance or extermination costs that the landlord has to cover or is it at his discression. I have been in the house for 2 1/2yrs. Do I have a legal option to pay and deduct from rent?

That depends on the terms of your rental agreement. Certainly, if the areas that need maintaining constructively evict you from the premises, the landlord might pay for those. However, if it's for a clogged drain because of your hair, you might pay for that. I would talk to the owner and see what you can work out. Depending on the type of pests you have, you might just split the exterminator's costs or put traps out yourself.
