landlord and tenants

am I entitled to monies back if the property I rented cannot be used for it's intended purpose? Illegal sewer line. owner cannot fix?

I need some more facts. What was intended purpose, other than living there? Or was it a business? How long were you inhabiting the property? Was the sewer line bad when you moved in? Did you or landlord know of the faulty line? Who decided it was illegal? Did landlord offer refund?
