It depends upon the rental situation. In, for instance, a mobile home park, the landlord must have a uniform policy for all tenants. As for single family homes, or even apartments, each lease is a unique agreement with each tenant, and each lease does not have to be similar - including the right to have pets or not.

Additionally, if the animals are service animals, or required by some medical condition, then a landlord can allow them even with a strict "no pet" policy for a complex. The issue you should look at is whether there were rules that clearly stated no pets in the project, but then he or she allowed some tenants to have them anyway. That may be the only angle to attack this by. In most cases, however, there are not uniform "project rules and regulations," and each lease stands on its own.
