Can a landlord withhold your mail ?

I was the maintenance supervisor of this building and it was sold. The new owners and management company did not honor my 30 day agreement so stated in my rider. They also have raised my rent from 1395 to 1595. I have a new job and will be moving out in a week. I wrote a letter to the new manager stateing that what ever he sees fair that i owe hime id make payments to him because i didnt have the lump sum. His answer was to have me served. So now i paid the $180 fee to answer the unlawful detainer. But since I work all day and can not catch anyone in the office hes witholding all my mail for nearly 2 weeks now. I had my maintenace tech ask him for it since i can not take off work to get my mail and he denied him. What can i do?

Have you thought of reporting him to postal authorities? No one should receive your mail except you.
