Legal Question in Landlord & Tenant Law in California

I'm wondring if there is any recourse for a renter that lives next door to people who's garages are filled to capacity as a fire hazared or renters who have been repeatedly been reported for owning a pitbull that aggressively approaches other renters children and adults in the complex. I've repeatedly contacted my landlord and the president of the association and nothing has been done about it. Do I have any recourse other than moving?

Everything is clear up to "president of the association". I do not know if you are in a complex that is governed by an HOA.
