can a person who was evicted from a month to month tenancy be allowed to visit the home he once lived in if he retains friends in the home? If another tentant is complaining of this occurance is this cause for him to also not be allowed to loiter at the house?

In general, yes!

However, don't confuse criminal law with civil law. There is a crime called "loitering and prowling". If you have been accused of dishonesty by your ex-landlord, or some of the remaining tenants, it is unlikely you would be permitted in, or around, the premises without the police being called.

I would need more facts to answer this, but reading between the lines, I don't think you have been exactly 100% forthright in asking this question. I strongly assume there are some missing charges against you here, which make it difficult to answer your question properly.
