Unless you are in a rent control jurisdiction, a landlord has the right to increase rent for any month to month tenant, at any time, for any amount upon proper notice.

You are in a rent control jurisdiction, but there is no way to tell if you are in a unit that is subject to it or if it is, whether the amount is within the limits. You need to provided the information needed to make those determinations. See here for more information on what is involved: http://user.govoutreach.com/hayward/faq.php?cid=11965
