Can I landlord raise my rent on my one year lease?

Not normally unless there is a written provision that allows him to do for some specified reason. Sounds like you have a month-to-month arrangement, or the landlord is trying to take advantage of you.

If the year is up then as a matter of law the lease becomes "month-to-month". If the lease is residential, then the landlord usually has to give the tenant at least 60 days notice of intent to raise the rent. If the lease is commercial, then only 30 days notice usually need be given.
