Legal Question in Landlord & Tenant Law in California

my name is on a lease to an apartment that i moved into with a roommate. i lived there for 3 months and i decided to leave. he decided to stay and pay rent and finish off the lease. i just received a phone call saying i owed the apartment $1300 and they are going to turn it over to their legal department if i dont pay. is it my responsibility to pay or my ex- roommate

Unless you received a release from the landlord at the time you moved, you are both "jointly & severally" liable, meaning you each are liable for 100% of the debt.
