Legal Question in Landlord & Tenant Law in California

I want to lease a place in North Hollywood, Van Nuys area for medical office and the landloard wants to give only one year contract. Is there any law regarding rent control? can he rise the rent as much as he want? or there is a spesific percentage? Please advise
