Is there laws in some cities/countys prohibting a tenant from renting xtra rooms in house.

I am not aware of any laws specifically restricting the ability to sub-let a room, unless in doing so you somehow violate the current zoning. The bigger problem you have, however, is the contract or lease you have with the property owner - most leases I have reviewed in 15 years of practice have a prohibition against subletting, or at least they require the landlord's approval. You'll want to check your lease before doing anything. Since you have not given a zip code, its impossible to say if the city or county in which you live has a prohibition - easiest way to determine that is to call the city planning office.

If you are tenant, can't do it without landlord agreeing.
If you own it, okay.
Also, a lease and a rental are the same.
Sorry, but I am doing this as a favor to you. I am not going to spend hours and/or checking laws in each city and county.

So long as no one resides in those rooms, he should be able to rent as many rooms as the landlord allows. Some tenants even rent whole houses or buildings.
