I lease space for a small market, my landlord has started construction of a new shopping center directly next to my store, my business has dropped approx. 75% due to construction eliminating the most used entrance to my business and heavy equipment, and semi truck and trailer traffic. I am now financially forced to sell or close my business. question ; can he be held responsible legally?

It is very possible he could be held liable. It sounds like he may have interfered with your right to use your premises as they were leased to you. Eliminating your main entrance is probably the biggest offense. You should consult with an attorney right away.
Mr. McCormick is entirely correct. The determination is going to be based upon the facts and what your lease states. Take pictures of the problems and take those to an attorney so that they can better see what your are taking about.
