I'm leaving my apt that I've been in for 8 years the carpet is pretty bad but it looks like normal wear and tear . Can and will they charge me a cleaning fee from my deposit . I live in California

No, normal wear and tear is expected, it is a cost of doing business. After 8 years, your landlord needs to install new carpeting for you or the next tenant.
