Legal Question in Landlord & Tenant Law in California

I am looking for some legal advice. I would like to know if I have a case. I live in a rent control apt in Los Angeles. Recently my landlord sold the property and we now have new owners. There are 4 units, 1 is empty and the other 3 have been living here over 2 1/2 years. He doesn't like the fact that we are paying cheaper rent. At the beginning of this month, my neighbor called him to see when he was coming to pick up the rent. His Voicemail stated he was going to be out of the country until the 8th. I never received any paperwork as to where to send in the rent. On the 3rd our shared gas line was cut off. I called and got it turned on 24hrs later under my name. A week later I received a pay rent or quit notice on my door. I went to go pay the rent at his office 2 days later and he told me the rent was due the 1st of the month in which I'm aware of. Utilities are included in the rent. I explained to him about the gas situation and he told me that when the bill comes in to forward it to him so he can pay it. Is this legal? I have everything documented.

You need to consult with a housing law attorney as soon as possible. The LL is responsible for the utility service and if it was disconnect due to his inaction, the tenants are entitled to compensation for this. The LL may be attempting to force the tenants in possession to vacate their units by neglect or other actions. Consequently you need legal help to negotiate an appropriate solution.
