is it legal for a landlord to charge rental tenants a higher rent to compensate for their home owners association fees? can they increase the rent on account of the collapse of the housing market? can the landlord charge extra rent due to his property taxes?

Unless you live in a jurisdiction that has rent control, or you are under a lease that has not expired, a landlord can raise the rent for any reason at any time by giving 30-days notice of the change.
