Is it legal for my landlord to permit a construction crew to cut the lock off my garage door in a non emergency situation?

What city are you in? Did the landlord give you any kind of notice re the construction and the possible interference with your garage door? How long did the landlord "lock off" your garage door? What do you mean by "lock off my garage door"? How long were you "locked off" from your garage door? What is the purpose of the construction? How long did the construction last?
