is it legal to mow your lawn at 7am in California?

You are not allowed to make noises that would be a public nuisance. That obviously is a very vague concept. Whether what you are doing is improper to the level of being criminal would vary on the basis of how close the othe homes are to your lawn, how long you mow and at what sound level, whether most people effected are already up [in a farming community they would be, typical residential community they would not be], etc.
The real question should be whether it is really necessary for you to do it that early and does it bother anyone. If so, why do it? Why make other people's lives harder than need be?
