Legal Question in Landlord & Tenant Law in California

i am a legal renter in a foreclosed house were the water has been shut off do to prev.owners outstanding bill, and cannot be turned back on untill prev. bill is paid i contacked realistate broker for the bank that owns the house now and they keep promising to turn the water on but its been 3 weeks and still no water whats my next step and is this legal rights to stay in this rental for an extended time due to them wanting to evict me

You cannot be charged rent on a premises in which the water cannot be turned on if it is the owner's responsibility. Contact me directly.
