Legal Question in Landlord & Tenant Law in California

Is it legal to share my electric meter with my neighbor,and also that my neighbor has control of my air conditioner,please help we have a court coming up

We can not answer questions fully without knowing the applicable facts. Either the entire house/building is on one meter or each unit is on separate meters. The tenant does not make that decision; If you are doing something that the utility company does not know about it is illegal. I do not understand how your neighbor controls anything in your unit.
