Is it legal for the tenant to pay for any necessary fixtures to their apartment or rental property and be able to deduct the amount the renter paid for the fixtures from their rent?

It depends on why they are "necessary." If they are necessary for the unit to meet the Civil Code standards of habitability, AND the tenant gave the landlord notice and opportunity to do it themselves, AND the landord failed or refuses, then yes.
