Lessor's Right To Choose Their Own Repair Persons

Does the owner of a building (Lessor) have the right to choose whom ever they want to do repairs, Additions, or alterations to the leased facility? Is there a California code to reference? Does the tennant have the right to force them to use a diferent company if they feel that they are being over charged?
