Legal Question in Landlord & Tenant Law in California

I live in an apartment complex. There are supposed to be 3 smoke detectors in my unit and there are 0. My wife and I have been asking for detectors for approximately 5 months. This morning at about 0230, a fire broke out on the landing above my unit. Apparently the upstairs tenants smoke detectors weren't working either.

My wife and I were the only ones to wake up to the fire. I had her call the authorities as I fought the flames until they arrived. Luckily no one was hurt. I am now wondering if I have any direction for legal action.

Rather than wait for another fire, why not buy and install them yourself? Then you can fight over reimbursement for their nominal cost.
