Legal Question in Landlord & Tenant Law in California

I live on campus at a california university. My university has implemented a new mailing system this year which uses one mailroom for the entire campus housing. After receiving a package, it takes Days and days for them to log them into the system to notify the resident that they have mail. I have packages that were delivered days ago, containing school supplies that i need for my homework, the workers say there is nothing they can do. Do i have legal right to immediately find and retrieve my packages?
