Legal Question in Landlord & Tenant Law in California

I live in Hayward California where the city comes in and does an inspection of the rental property, not the landloard. If they find anything they consider a " violation" your charged fees with a range of $100 to well over a thousand dollars. They claim these inspections are random, yet like clock work every two years we are again inspected. Recently however, we got a document stating the entire contents of our backyard ( which is private owned) from my husbands project car to plastic storage bins all of which is not visable from simply looking over the fence. Yet the city is stating all this has to be removed. Can the city or anyone else complain regarding the contents of my backyard, and in the case of the city charge me 671.00 if not removed. What are my rights and thoe about privacy?

The City can regulate all parts of the lot, even the backyard, under the zoning codes and for health reasons. Since the backyard can be seen by looking over the fence you have no expectation of privacy. You have to clean it up.
