Legal Question in Landlord & Tenant Law in California
I live in a mobile home park in California and I am buying a home there.
I have received two 60 day notices in the past year but managed to pay before the 60 days are up.
The park wanted me to sign a paper stating I agree to pay them $294.54 in legal feels on top of the late fees for the 60 day notices.
I paid the late fees but on my bill for Dec 2010 they are charging me on top of rent the $294.54 legal fee per stipulation.
Is this legal? What stipulation I never agreed to anything. They told me they wouldn't cash my last check without me signing and agreeing to pay these fees.

The stipulation is probably the paper they wanted you to sign for the legal fees. Legal fees can often be a part of a contract, in this case your rental agreement. If you are under lease, and your lease doesn't include the right to charge you for legal fees, then signing a separate agreement can add those by your permission.
Much of the answer to your question requires more information, including but not limited to, are you month to month or under a lease, does your existing agreement include a term for legal fees, did you sign anything else, etc.
