Legal Question in Landlord & Tenant Law in California

Ive lived my apartment with my daughter 4 years and my boyfriend for 10 months.As soon as I moved in the up stairs neighbors have harrassed us and so have their guest.After promising to evicted them she never did now.there is heavy drug activity here and one of the neighbores who leaves her 14 year daughter to care for her 2 younger daughters ages 2 and 4 while her and her husband leave to smoke crack at leadt 4 days out of the week has tried pushing her way in to my apartment threatens to beat me up have her "homeboys go after my boyfriend yells things outside of my living room window none stop.After telling the manager she comes and tells me the manager repeated everything to her

I'm not being a jerk, but you need to move. I'm not sure what you hope to accomplish by staying there. It is clear that the landlord will not evict the bad tenant who is harassing you. You could theoretically sue the landlord for allowing this nuisance to exist and interfere with your right of quiet enjoyment of your rented unit, but what's the point? If the management is that bad, then nothing you do will make the situation any better - in fact if you sue the landlord and its management, I can guarantee your situation will probably get worse. It's not fair, it's not legal, but unless you have a lot of money to hire attorneys to represent you in suing these people, the realistic answer is to find a new place to live and move. Nobody should have to put up with that kind of garbage.
