Legal Question in Landlord & Tenant Law in California
I have lived in my apartment for 3 years. My husband didn't fill out a credit report. The manager now wants a credit check and to change $35.00 for it. Can they do this?

No, but if you are on a month-to-month tenancy they can throw you out on 60-days notice if you refuse, and if you are on a longer lease they can refuse to renew it if you refuse to comply.
