Legal Question in Landlord & Tenant Law in California

I have lived in my CA duplex for just over 1.5 years. I signed a lease agreeing to pay for all utilities when I moved in. I never received a water use bill and was recently notified that for the last year and a half my rental agency has been paying the bill! Now that they have realized this, they are demanding all the back water bills to be paid. This is the first time they have brought this up, and I'm wondering if I have an argument based on the fact that they never notified me until now. Of course the day they informed me of this mistake I checked my lease and put the water bull in my name. Should I try to negotiate?

I would suggest that you review the lease agreement for any language regarding notices and waivers. It couldn't hurt to discuss this matter with them to try and reach some kind of agreement.
