Legal Question in Landlord & Tenant Law in California

Hello:

I am currently living at an aparment complex for the last 4 years in the city of Los Angeles. I and other tenants have been receiving several inspection request throughout the past year and a half. Apparently, the property was going to be either sold or refinance and they needed to inspect the units. The problem is that they been inspecting the units at least twice a month for the last year with proper notices given. I have a stack of notices telling us when they will come for inspections.

My mother is a senior at home and she gets annoyed that they keep wanting to inspect the units, but they never repair or find any problem. Some times, they just spend less than 10 seconds and than they leave. My question is, what I can do to stop them from what it seems harrassing tenants every month? I know it's legal when they give proper notices, but is it legal to inspect units so often?

The frequency of inspections is limited to a reasonable number [I vaguely recall there might even be a rather low set number]. That number clearly has been exceeded. The next tlime you get a notice, immediately tell al concerned that your mother is an ill senior and the inspections harm her health, you are willing to agree to a reasonable number of inspections but that that reasonable number passed a long time ago, that nothing ever comes from the inspections so it appears to be a waste of everyone's time and money, and that the burden is on the landlord to show that the inspection is needed and you await that proof, but until then enough is enough.
