Legal Question in Landlord & Tenant Law in California

Locks Changed

My friends owner that he pays rent

to lost his own house and moved in

to where my friend lives. He has

changed the locks on the door and

has not given keys to my friend who

rents from him. Now can my friend

take him to court for that. He also

calls the police all the time giving

false statements and causes them to

get arrested.

This is totally illegal, if your friend had any kind of lease, and was paying rent. He could have the landlord arrested for trespassing.

I can't figure out your second question. When you say "he" calls the police all the time, I assume you are talking about the landlord. I can only guess "they" refers to your friend and another. However, police won't arrest without substantial evidence of a crime, so this is very confusing.
