Can a lordlord refuse to rent to a person that is a in home care provider because of the Landlord insurance policy.

Yes, because if the rental unit is in a residential only zoned neighborhood then; you carrying out work in the unit would be a technical violation of the zoning law and might void his insurance policy. Why should he have to pay more money for insurance just so that you can earn money on your rental unit? Are you going to pay him part of your profits or for the additional wear and tear from having another person in the unit?
