Legal Question in Landlord & Tenant Law in California

I manage a MH park in California. I had a tenant who moved out owing money. That same tenant moved in with his brother whom also lives in the park. Because there was no eviction, I don't believe I can get a money judgement. So how do I collect from him and can I prohibit him from living in the park with his brother? Any help is appreciated. Thank you.

You probably cannot prohibit him from living with his brother, but there is no reason you can't just sue on the debt. Just because a tenant vacates ahead of an eviction doesn't make the debt go away. If it is under $7,500 in most cases, and in all cases if it is under $5,000, it's a fairly simple small claims case.
