New managers charging back utilities not agreed on by old managers

i have been renting a mobile home space for my 5th wheel for 10 months. I filled out an application and the manager charged me one flat fee for the space and utilitys. I thought that there was an agreement on file. That manager was just fired and the new managers have informed me that there is no record of my living there. The other manager had been pocketing my rent money. I produced 10 months of money orders for rent andwas allowed to fill out a new agreement. Now the new managers are billing me for 10 months of back electricity, sewer and garbage services. Can they do that legally?
