If regulated, it would most likely be the city in which the house is located. 8 people in a 1800 sf house is not that bad, as it is 220 sf per person; families of 4 often occupy home of 900 sf, which is just 5 sf per person more. if the owner of the home wants to rent to that many people, so what.
