After you move can a landlord charge you the cost of a laborer and a supervisor to do such things as paint?

You are liable for the reasonable cost of reinstating the unit to how it was jsut before you rented it, with the exclusion of normal wear and tear. Ther is no precise definition of "reasoanble", but certainly hiring a painter is; if it just involved a little charge for supervision and/or it was an unusally difficult job, it might be reasonable.
