Can I move out and terminate my lease two months early if the landlord has breach my quiet enjoymenyt of my rental unit by constantly shutting off the water for plumbing work, urine from pets in the corridors, false fire alarms and not making necessary repairs to my unit?

You could certainly do this but if you are planning to move any way I would suggest taking the following steps. First give notice and in the notice explain the reasons you are leaving which are primarily conditions and circumstances. Second, understand that the LL may try to recover the remaining two months of rent from you but you will be using the problems with the tenancy as your defense. The challenge is to have proof of the defective and substandard conditions that you believe reduced the value of the rental unit and forced you to move out early.

I would add that since you have the benefit of Los Angeles rent and eviction control and a city tenants rights agency, that you contact the LA rent board about this and get guidance from them. They are very tenant-friendly and will most likely be a source of at least good advice if not actual action against the landlord.
