Legal Question in Landlord & Tenant Law in California

I moved out of an apartemtn on May 4th, 2011. one month later I received a letter show that I have to pay my landlord about $850

for cleaning fee, full painting and carpet replacement. we just live there 1year, accuaally, the wall has no apparent scrach at all and the carpet only has a frew small spot stains, the full painting and carpet repalcement are definitely not necessary at all. we live in the same court but different apartement during 2009,05-2010,05, at that time, the carpet was more durty than this but we did't pay for the capet replacement fee and only partial painting fee was charged. So it seems like a revenge for our leaving. I went to talk with them,They said "if you refuse to pay the bill,we have to send your case to cellection agnecy". ,

I did't take any pictures as the evidence when we moved out but we have a preinspection list which show we only need to pay for the capet $50(maybe cleaning fee), and also have some friends who help us moving can be witness of none indelible stain of cappet and none scrach on the wall,are these useful in my argue letter?thank you very much for the kind help

Go back to tell them that according to California civil code 1950.5(g)(1), the landlord must provide you a detailed statement for such cleaning and replacement otherwise the landlord is in violation of the law.
