Move-out inspection

If my landlord failed to do an ''initial inspection'' prior to my move-out after I requested it several times, can he/she lawfully retain monies from my security deposit?

A quick answer....Yes.

However, landlord can only use deposit for one of three things: (1) unpaid rent; (2) damages done by you, or your guests that is beyond ordinary wear and tear.; (3) if you left the premises dirtier than when you moved in.

The initial inspection, or failure thereof, is immaterial.
