Noise Pollution

I have a neighbor who has no regard for others what so ever blasting music on their stereo, radio, and/or television volume all day long every day of the year. This noise is coming from next building (separate from ours) and my front door is about 3 feet away from them. They have windows and their front door open so the noise travels right out and to our building vibrating our building because of their base at loudest. Even when they turn off their noise for 10-20 minuites, my head and stomach still vibrates. I have addressed this issue to my landlord (who is not the same from next building) and so he called police twice. This has been going on for almost a year. I have asked around neighbors if this has been a problem and of course they agreed, however our biggest problem with this tenant is that they are gang members and rest of my neighbors are afraid to speak up. I am too afraid since we all have small children in this neighborhood. I really don't know what to do. My landlord knows the landlord next door building but I am not comfortable speaking up before I do some homework.. Any legal advise you can give me is highly appreciated. The way they listen to their music in not entertaining any more. It is affecting our health.

For about 7 days in a row, tape record the noise level at various times and keep a log as to what those times are. Then go to the police department and speak with a higher ranking officer in charge of such matters, tell him of the problem,,neighborhood support, and fear that they are gang members so you do not want your identity made known. Ask that officers patrol the areas during the worst times so that they can honestly state they were driving by and heard the illegally loud music.

Have your landlord speak to the other landlord; point out both will be losing tenants if the noise continues and that tenants have successfully sued under similar situations, including against the landlord in whom building the tenants are.
